IN THE MATFER OF THE PETITION FOR THE )
DETACHMENT OF CERTAIN LAND FROM THE )
CITY OF ST. CLAIR PURSUANT TO MINNESOTA )
STATUTES 414 )
Notice is hereby given that a public hearing will be held pumuant to Minnesota Statutes 414, as
amended, before the Chief Administrative Law Judge, in the above-entitled matter.
The hearing will convene at 10 a.m. on the 20 th day of December, 2010, in the Meeting Room of the
St. Clair City Hall, 304 Main Street West, St. Clair, Minnesota. The evidentiary part of the hearing will
be continued to an indefinite date. All persons shall be given an opportunity to be heard orally and to
submit written data, statements or arguments concerning the above-entitled matter when this hearing
Is reconvened at a future data. The right to testify and the admission of testimony and other evidence
shall be governed by the Rules of the Minnesota Municipal Board and any other Statutes or rules that
may be applicable.
The property proposed for detachment is described as follows:
The South Half of the Northeast Quarter, and the North Half of the Southeast Quarter of Section17,
Township 107, Range25, being subject to all easements of record. Excepting there from the following
described parcels: 1) 1.22 acres Cemetery, further described as: a tract of land lying within the
Northeast Quarter of Section 17, Township 107N, Range 25W, described as follows, to wit:
Commencing 80 rods South of the Northwest corner of the Northeast Quarter of Section 17-107-25,
thence a strip of land one rod wide running East 36 rods, thence South 8 rods, thence East 20 rods,
and to contain one acre 36 sq. rods, with the strip one rod wide. Also a small tract of land 40 feet
wide of the Northwest Quarter of the Northeast Quarter, Section 17, Township 107, Range 25,
commencing at a point on the South westerly side of the right of way of the C.M.St.P.&P.R.R. Co., said
point being 40 feet North of the South line of the above described tract; thence running West parallel
with the South line of the above described tract until it intersects with the Northerly line of State of
Minnesota Highway No. 83, thence Southeasterly along the Northerly side of said Highway until it

South line of the above described tract, thence running East on the South line of the above
described tract until it intersects with the Southwesterly line of the said railway right of way, thence
running Northwesterly along said fight of way line to the place of beginnin& as shown on the St. John's
Cemetery Plat, St. Clair, Minn., filed November 9, 1961. 2) All that certain parcel of land as shown in
the Final Certificate filed December 20, 1965, lying within the Highway #83 right of way. 3) That part
of the Southwest Quarter of the Northeast Quarter and that part of the Northwest Quarter of the
Southeast Quarter, all in Section 17, Township 107 North, Range 25 West, Blue Earth County,
Minnesota, described as: Commencing at the North Quarter comer of Section 17; thence South O0
degrees 09 minutes 27 seconds East, (assumed bearing), along the North-South centarline of Section
17, a distance of 2267.77 feet to the point of beginning; thence continuing South O0 degrees 09
minutos 27 seconds East, along said North-South centarline, 415.00 feet; thence North 89 degrees
46 minutes 20 seconds East, 466.63 feet; thence North O0 degrees 05 minutes 48 seconds West,
415.00 feet; thence South 89 degrees 46 minutes 20 seconds West, 467.07 feet to the point of
beginnin& Sold tract contains 4.45 acres, subject to an easement for County Highway No. 28
purposes over and across the Westerly boundary; also subject to any other easements of record.
After all testimony is complete and the record is closed, the Chief Administrative Law Judge will issue
findings and an order in accordance with Minnesota Statutes Chapter 414. Any other pemon, group of
pemons, or governmental agency residing in, owning property in, or exercising jurisdiction over the
subject area that submits a timely request, and is determined by the presiding judge to have a direct

Mn/DOT reminds
public not to push
snow onto roads
The Minnesota Department
of Transportation reminds the
public that it is unlawful to
deposit snow on or next to a
public highway or street.
Minnesota law and many
local ordinances prohibit the
plowing, blowing, shoveling
or otherwise placing of snow
onto public roads. This
includes the ditch and right of
way area along roads.
Violations are considered
misdemeanors, but civil
-penalties also apply if the
placement of snow creates a
hazard, such as a slippery area,
frozen rut or bump, that
contributes to a motor vehicle
or pedestrian crash. The civil
liability can extend to both the
property owner and the person
who placed the snow.
Improperly placing snow on
or near a public road creates
hazards including drainage
problems, drifting, sight
obstructions and unsafe access.
Special-attention should be
made to keep crosswalks,
intersections, entrances and
exits clean and unobstructed.
Mn/DOT maintenance crews
plow and maintain about
135,000 miles of streets and
highways in Minnesota
including 12,000 miles of state
highways.

Reopened
Highway 66 reopened to tra00c
December 3, according to Blue
Earth County and the
Minnesota Department of
Transportation.
Mn/DOT and Blue Earth
County closed Highway 66 in
late September when flood
waters damaged the base of a
river pier on.the Red Jacket
Trail Trestle and determined it
was at risk of collapse. The
county removed a section of
the trestle this week and
Mn/DOT inspected,he portion
over Highway 66.
